Dog restraining law updated statewide

As of Tuesday, Jan. 18, anyone unlawfully restraining a dog could face criminal penalties in Texas. Senate Bill 5, also known as the Safe Outdoor Dog Act, eliminates the use of chains as a means of restraining a dog outside.
